Only an X ray can determine it. If the cartilage is intact, you can take care of it easily but if it is damaged then it surely is arthritis. So you should consult an rumatologist. Now a days they treat it with methotraxate which is very effective . My wife has this problem so I know how painful it is. You should not waste time and let it not go out of hand.

I agree with Sok..and, also if you have to wait, try ice packs to see if this helps in the meantime.
It could be, Ice it , take Ibuprofen (for the inflammation and any swelling) and keep it up part of the time while icing to help it.
