Is walking a good exercise for someone with arthritis in the knees?

It would seem to be counter-productive, but my family member really needs to lose weight.

The best thing (if it is possible) is to do water exercises. If you have a local YMCA around maybe he or she could join and use the pool. The pool will eliminate the stress on the knees. Water aerobics is highly recommended for people with arthritis because it is so much better than any other form of exercise.
